I have this same exact issue and it's driving me insane...
Haven't found the fix for it yet but if i do, i'll let you know
My amazon password was just fine and I logged on using it recently so I know I'm typing in the right one. Amazon said it wasn't the right one after the OTP crap so it could be OTP related sending me the wrong code number. So was going to run down the change-password route just to try something and during the process ran into the crap-o-la non-functioning page message so can't finish the password change process.
