This Phone Number Has Already Been Used Too Many Times for Verification – Google
If you are attempting to verify a Gmail address using a phone number after signing in from a different location or from unusual activity, you may be surprised to learn that the phone number you are verifying with was used too many times already.
This includes:
*Creating a new Gmail account with the same phone number
*Verifying current and old Gmail accounts with the same number

To get around the too many times limit - you can remove or update a phone number you used too many times with Google that is associated with your Gmail account by following this guide.
If you are trying to sign up a new Gmail address and don’t want to use phone verification, sign up using your mobile phone Internet browser.
If you continue to create Gmail accounts with the same phone number, Google suggests you use Gsuites.

LISTEN GUYS I FIND FINALLY A SOLUTION, YOU NEED TO GO TO THE PREVIOUS EMAIL YOU GOT FROM GMAIL AND DELETE THAT CELLPHONE AFTER THAT WAIT AND CREATE THE NEW ONES FROM A PRIVATE EXPLORER WITHOUT NONE COOKIES AND THEN WHEN YOU GET THE CELLPHONE AFTER CREATE THE GMAIL EMAIL GO AND DELETE THE CELLPHONE AND THATS IT. CREATE EACH EAMIL EVERY DAY (24 HOURS WIT) i GOT ALREADY 8 EMAIL WITH THE SAME NUMBER WITHOUT ANY PROBLEM
No this was not the right info. Because I do that but faced the same problem.
Every phone number i type gives me the error "it has been used too many times" even fake numbers
Same here, I used every business and cell number I could, all say the same. Have you found a solution?
You could alternativly try with a private mode browser but not sure if it would work.
I also had this issue:
Seems the device you trigger the 'too many times msg' on gets temporarily flagged/detected/blocked as well as the account becomes suspended for your safety.(?)
Try logging in from a different device, with an alternate real number and verify, and account should become unsuspended. Not sure if this gives the OK for original device to retry in future from alternate numbers, havn't tested yet
